A Story About A Domain I Owned That The German Government Urgently Wanted To Have Two Weeks Before The Bundestag Election 2021

This text is based on a Twitter thread that I posted in September 2021 which went viral (at least in a certain bubble and for my modest standards: about 70'000 impressions, about 500 favs, about 130 retweets). It is about a little piece of everyday activism that I’m kind of proud of. As I’m not sure about Twitter as a platform, I wanted to make sure that it has a “second home” here on this site.

Wie ich einmal eine Domain besaß, die der @Wahlleiter_Bund zwei Wochen vor der #btw21 ganz dringend haben wollte. (Thread)

Die #btw21 wird von dem Bundeswahlleiter koordiniert, zusammen mit Wahlorganen auf Landes- und Kreisebene. “Dem Bundeswahlleiter”? Ja, die Behörde ist nach der männlichen Form benannt und heißt nicht “Bundeswahlleitung” oÄ.

Warum “Bundeswahlleiter” und nicht “Bundeswahlleitung”? Das Bundeswahlgesetz stammt aus dem Jahr 1956, das generisches Maskulinum schlägt einem förmlich ins Gesicht. Allerdings wird das Bundeswahlgesetz vor jeder Wahl angepasst.

Diese Anpassung des Bundeswahlgesetzes geschah zuletzt im Juni 2021. Auf die Idee, den Namen des Amtes anzupassen, kam offenbar niemand.

Exkurs: Hildegard Bartels war von 1972 bis 1980 Präsidentin des Statistischen Bundesamtes und in dieser Funktion auch “der Bundeswahlleiter”. Sie war übrigens auch die erste Frau, die eine Bundesbehörde in der BRD leitete.

Seit 1980 ist im BGB vermerkt, dass Stellenangebote nicht mehr nur für Männer oder nur für Frauen ausgeschrieben werden dürfen. Das geschah während Bartels’ Amtszeit, sie blieb trotzdem “der Bundeswahlleiter”.

Fast forward ins Jahr 2021: Mir fällt auf, dass die Domain https://bundeswahlleitung.de noch frei ist. Für 4,12€ registriere ich die Domain.

Auf der Seite findet sich ein Link zu @Wahlleiter_Bund und ein kleiner Text zum Thema geschlechtergerechte Sprache, gefolgt von dem Hinweis, dass ich die Domain gerne an den Bundeswahlleiter übergebe. Monatelang tut sich nichts.

Ich denke immer wieder mal an die Seite, vergesse sie dann wieder wochenlang. Am 13. September, also 13 Tage vor der #btw21, meldet sich das “Referat für Beschaffung” im Statistische Bundesamt: Man brauche die Domain zeitnah, auf jeden Fall vor der Bundestagswahl.

Ich sehe die Mail etwa 24h später, weil ich im Urlaub offline bin. In der Zwischenzeit gab es bereits eine weitere Bitte zu antworten, offenbar auch weil mein Mail-Provider meine persönlichen Daten nicht ohne weiteres herausgibt (danke, @mailbox_org).

Natürlich stimme ich wie angekündigt dem Domain-Transfer zu, im Gegenzug für 4,12€ - meine Registrierungskosten für die Domain. Bald wird die Seite vermutlich eine Weiterleitung auf die Website von @Wahlleiter_Bund sein. Weniger als zwei Wochen vor der #btw21, aber immerhin…

PS: @Wahlleiter_Bund hat sich übrigens inzwischen auch http://bundeswahlleiterin.de gesichert (aus Fehlern lernen und so).

PPS: Die 4,12€ gehen demnächst an @pinkstinksde, zusammen mit einem weiteren Betrag aus meiner eigenen Tasche.

PPPS: Auf Landesebene sieht es zumindest etwas besser aus: 4 Bundesländer verwenden geschlechtsneutrale Beschreibungen (Bayern, Berlin, Hamburg, Niedersachsen) und keine der 6 amtierenden Frauen wird als “der Landeswahlleiter” bezeichnet.

Nachtrag 1 (24. Oktober): Ich habe inzwischen eine Überweisung der Bundeskasse erhalten.

Nachtrag 3 (24. Oktober): Stand heute führt die Domain https://bundeswahlleitung.de immer noch ins Leere. Ist natürlich alles nur ein ärgerlicher Zufall - daher habe ich mal das Kontaktformular des Bundeswahlleiters genutzt, um den “Techniker zu informieren”. Yay, Verwaltungsvorgang!

Nachtrag 4 (24. Oktober): Kleiner persönlicher Erfolg - mehr Aufmerksamkeit für Hildegard Bartels. Das hier sind die Wikipedia-Seitenaufrufe pro Tag: Der erste Peak ist dieser Thread, der zweite Peak die Bundestagswahl, den dritten Peak kann ich mir spontan nicht erklären.

Nachtrag 5 (20. Dezember 2022, nicht mehr auf Twitter erschienen): Das Statistische Bundesamt hat einen Wechsel im Präsidium bekannt gegeben: Georg Thiel geht in den Ruhestand und wird ab Januar von Ruth Brand abgelöst werden. Über eine Formulierung in der Pressemitteilung musste ich jedoch schmunzeln…

Ruth Brand wird ab 1. Januar 2023 auch die Bundeswahlleitung von Georg Thiel übernehmen.

Some context for people who do not speak German:

1. German is a language that uses grammatical gender. This means that the words for a male teacher/doctor/president/… and a female teacher/doctor/president/… are slightly different.
2. There is also the concept of the so-called “generic male” form: In essence, people use the male form of the word, but claim that they mean all gender. However, this is criticized as it “omits” women.
3. There are multiple ways of overcoming this problem - for instance mentioning both the “male” and the “female” version of the word or using a gender-neutral term (such as “teaching person”).
4. There are also laws on gender-aware language, for instance to require writing job openings in a way that makes it clear that they are open to people of all gender.
5. The problem in the case below is that the German law creates the position of the “Federal Returning Officer” (the “male” form of the word) instead of a gender-neutral term like “Federal Returning Office”. And, well, I had a little fun with this…

The federal election 2021 (#btw21) is coordinated by the Federal Returning Officer, in collaboration with the election officers on state and local level. “The Federal Returning Officer”? Yes, the name of the office is the male form and is not called “Federal Returning Office” or something the like.

Why “Federal Returning Officer” and not “Federal Returning Office”? The law on federal elections dates back to 1956, the generic masculine form literally slaps you in the face. However, the law on federal elections is adapted before every election.

Most recently, this law was adapted in June 2021. Apparently, nobody had the idea of changing the name of the position…

Excursus: Hildegard Bartels was President of the Federal Statistical Office from 1972 to 1980 and in this function also “the Federal Returning Officer”. Incidentally, she was also the first woman to head a federal agency in the FRG.

Since 1980, it has been noted in the BGB (context: civil code of Germany, see here) that job offers may no longer be advertised only for men or only for women. This happened during Bartels’ term of office, she nevertheless remained “the Federal Returning Officer”.

Fast forward to 2021: I notice that the domain https://bundeswahlleitung.de is still free. I register the domain for 4.12€.

On the page there is a link to the official site of the Federal Returning Officer and a small text on the topic of gender-aware language, followed by the note that I would be happy to hand over the domain to the Federal Returning Officer. Nothing happens for months.

I think about the page every now and then, then forget about it again for weeks. On 13 September, 13 days before the federal election (#btw21), the “Department for Procurement” at the Federal Statistical Office contacted me: they needed the domain soon, at least before the Bundestag elections.

I see the mail about 24h later because I am offline on holiday. In the meantime there was already another request to reply, apparently also because my mail provider does not give out my personal data without a hassle (thank you, @mailbox_org).

Of course, as announced, I agree to the domain transfer in return for €4.12 - my registration costs for the domain. Soon the page will probably be a redirect to the website of @Wahlleiter_Bund. Less than two weeks before the Bundestag elections (#btw21), but still…

PPS: The 4,12€ will soon go to @pinkstinksde, along with another contribution from my own pocket.

PPPS: At least things look a bit better at the state level: 4 states use gender-neutral descriptions (Bavaria, Berlin, Hamburg, Lower Saxony) and none of the 6 incumbent women are referred to as “the state election officer”.

Addendum 3 (Oct 24): As of today, the domain https://bundeswahlleitung.de still leads nowhere. Of course, it’s all just an annoying coincidence - so I used the contact form of the Federal Election Commissioner to “inform the technician”. Yay, administrative procedure!

Addendum 4 (Oct 24): Small personal success - more attention for Hildegard Bartels. These are the Wikipedia page views per day: the first peak is this thread, the second peak is the Bundestag elections, I can’t explain the third peak off the top of my head.

Addendum 5 (Dec 20th, 2022; not anymore published on Twitter): The Federal Statistical Office has announced a change in the presidency: Georg Thiel is retiring and will be succeeded by Ruth Brand as of January. However, I had to smile about a particular wording in the press release…

Ruth Brand will also take over the Federal Electoral Office from Georg Thiel as of 1 January 2023.
